A provisional licence holder cannot drive a car without supervision. A provisional licence holder must be accompanied by a full license holder who is over 21 and has held their license for at least three years. In the UK, people with provisional licenses are regularly pulled over while driving unsupervised, which can result in fines and license points. This does not only mean it must have a current MOT; it also means that the vehicle's tyres, lights, and exhaust system must all function properly. The police will pull over any vehicle they believe to be unroadworthy.
